Run a sovereign national registry — without building it
Operate the authoritative national record of animal identity, movement and health on your own *.gov.<cc> domain. You hold the mandate, the data and the signing authority; the platform is run for you, not sold to you.
What you run
- Disease and movement control by veterinary zone, in real time. Movement permits are checked against current zones before they issue — a movement that would breach a control boundary is caught.
- Official certificates, issued and signed by your authority. Keepers and vendors request; the competent authority inspects, attests and signs. Vendors never mint sovereign documents.
- Identity that cannot be laundered. One national ID per animal for life; retags and merges are control-plane acts confirmed by the authority.
- A complete, immutable audit trail — every submission attributed to a known, accredited operator.
- An open vendor ecosystem on equal terms — no single-supplier dependency, ever.
You own the mandate and the data
The national herd data and the mandate belong to the State. The operator runs the platform on your instructions and can be changed without losing the registry.
- Residency you choose — a shared platform, a dedicated cluster, an in-country silo, or a fully State-hosted, air-gapped deployment. The standard is the same at every rung.
- Export-on-exit — the full dataset is exportable in the open format at any time. No hostage data.
- Take it in-house — escrow and a continuity licence let you run it yourself or move operators.

How adoption works
A registry becomes national when the law makes participation compulsory — and only the State can do that. Everything before designation is voluntary, so the system is fully proven before it is mandated. The funded case is the domestic one: stock theft, disease control, dipping and movement permits — not EU export.
